Noel was called to the Hong Kong Bar in 2019 and joined Chambers in 2020 after completing her pupillage with Mr Robert Pang SC, Mr Derek Chan SC, Mr Giles Surman, Mr Jeffrey Chau and Mr Vincent Chen. From 2019 to 2020, she served as a Judicial Assistant at the Court of Final Appeal.
Noel is developing a broad civil and commercial practice, with emphasis on commercial disputes and civil fraud, property and trusts, company law, bankruptcy and insolvency, and matrimonial and family law. She also accepts instructions across other areas of Chambers’ work and is adept at engaging with novel or developing points of law, as well as navigating complex factual and evidential issues.
Noel acts both as sole counsel and as a led junior. She is regularly instructed in bankruptcy and winding-up proceedings, interlocutory applications and trials. Fluent in English, Cantonese and Mandarin, she conducts proceedings and drafts pleadings and written submissions in both English and Chinese.
Noel maintains an active interest in public international law. She is well versed in international investment law and has worked on a substantial investor-State arbitration arising under a bilateral investment treaty and conducted under the auspices of the International Centre for Settlement of Investment Disputes.
Noel also serves as a part-time consultant at City University of Hong Kong, where she coaches its team for the International Criminal Court Moot Court Competition in The Hague.
Noel obtained her LLB from The Chinese University of Hong Kong with First Class Honours and subsequently completed her LLM at University College London, graduating with Distinction overall.
